Only those who have received Christ as their personal Lord and Saviour i.e. true believers.

It is a command of our Lord for all who would follow Him as a true disciple. (Matthew 28:18-20)

In water, by full immersion according to the Scriptures: Acts 8:38

Baptism cannot save me - A person is saved by Grace through Faith alone. (Eph 2: 8,9)

It does however make me an obedient disciple willing to acknowledge Christ publicly. (Matt 28:19-20; John 14:15)
